Note: Allen Stanford is a controversial Texan billionaire who has made significant investments in offshore finance, aviation, and property development in Antigua and throughout the region. His companies are rumored to engage in bribery, money laundering, and political manipulation. End Note.)

...7. (C) Embassy officers do not reach out to Stanford because of the allegations of bribery and money laundering. The Ambassador managed to stay out of any one-on-one photos with Stanford during the breakfast.

ALLEN: YOU TALKING ABOUT THE CIA?

COHN: WELL, YOU TELL ME.

ALLEN: I'M NOT GOING TO TALK ABOUT THAT.

COHN: WHY NOT?

ALLEN: I'M JUST NOT GOING TO TALK ABOUT THAT.

The OIG investigation also found evidence of larger SEC-wide reasons that the Stanford matter was not pursued over the years.

Diese 'larger SEC-wide reasons' sind schon interessant....

Da heiß es auf Seite 34 des Berichtes:

The 1998 Stanford MMUI Was Likely Not Even Openend in Response to the Examination Staff's Referral, But in Response to a Concern From the U.S. Customs Department That Stanford Was Laundering Money

The OIG investigation found that Enforcement likely only opened the MUI after being caontacted by the United States Customs Department regarding the possibility that Stanford was involved in money laundering.

The 1998 Stanford MUI was opened on May 18, 2008 at 5:17 p.m. Exihibit 52 at 3. J. Harold Degenhardt, District Administrator for the FWDO at that time, approved opening the MUI. Id. at 2. The matter was classified as, inter alia, "Fraud in Offer/Sales/Purchases," "Suitability" and "Possible Organized Crime".

.html?_r=1
Mr. Stanford’s offshore banking activities caught the attention of law enforcement agencies dating as far back as 1998.

Ganz besonders witzig:

Mr. Stanford and his firm have emerged as recent contributors to various American lawmakers, focusing particularly on legislators considering bills that could change offshore banking rules.

He said the S.E.C. “stood down” on its investigation at the time at the request of another federal agency, which he declined to name, but resumed the inquiry in December 2008.

Unbeknownst to almost all of Washington and the financial world, Bush and every other President since Jimmy Carter have had the authority to exempt companies working on certain top-secret defense projects from portions of the 1934 Securities Exchange Act....

Securities-law experts said they were unfamiliar with the May 5 memo and the underlying Presidential authority at issue. John C. Coffee, a securities-law professor at Columbia University, speculated that defense contractors might want to use such an exemption to mask secret assignments for the Pentagon or CIA. "

Aus Gründen der nationalen Sicherheit - natürlich. ;)

The Stanford Files: FBI’s first probe was 20 years ago

More than 20 years ago, the authorities repeatedly probed Allen Stanford’s alleged links to some of the world’s biggest and most powerful drug lords. Despite no fewer than five investigations into suspected drug money laundering by law enforcers ranging from Scotland Yard to the FBI, no charges were ever brought.

As banking officials in Central and South America and in the Caribbean moved quickly to freeze accounts linked to Stanford, the full extent of suspicions surrounding his business dealings emerged. Last night, the England and Wales Cricket Board was under growing pressure over its decision to enter into a £50m deal for Stanford’s businesses to sponsor Twenty20 tournaments. The ECB refused to say what detailed steps it took to find out whom it was dealing with before agreeing the deal.

The 58-year-old businessman, whose personal fortune was estimated at $2.2bn last year, headed a global financial group which claimed to have $51bn worth of assets under management. But he is now under investigation by a range of US criminal and regulatory authorities, including the FBI, the Securities and Exchange Commission (SEC), the Internal Revenue Service (IRS) and state financial regulators.

...The investigation was set up after the tiny island, with a population of fewer than 13,000 people, had been targeted by criminals who set up more than 300 banks and rapidly found itself at the centre of a worldwide money laundering operation.

Among them was the Guardian International Bank, created by Allen Stanford. The bank was suspected of laundering drug money from the notorious Medellin and Cali drug cartels run by Pablo Escobar and the Orejuela brothers, according to former FBI agent Ross Gaffney, who headed the task force set up to investigate the suspicious explosion of offshore banks on the island.

http://www.sueddeutsche.de/wirtschaft/m ... -1.1383433
People who lie to others have merely hidden away the truth, but people who lie to themselves have forgotten where they put it.
