Mitgefangene greifen Betancourt an

von Peter Blunschi - Ingrid Betancourt sei selbstsüchtig und habe ihre Mitgefangenen bestohlen. Dieses wenig schmeichelhafte Bild zeichnen drei Amerikaner, die mit der Kolumbianerin aus den Händen der FARC-Guerilla befreit worden waren.

967 Tage hatten Keith Stansell, Marc Gonsalves und Tom Howes in Gefangenschaft der kolumbianischen FARC verbracht. Die Mitarbeiter des US-Rüstungskonzerns Northrop Grumman waren beim Absturz ihres Flugzeugs im Februar 2003 in die Gewalt der Guerilleros geraten. Die meiste Zeit verbrachten sie zusammen mit Ingrid Betancourt, der ehemaligen Präsidentschaftskandidatin und prominentesten FARC-Geisel, bis sie im Juni 2008 in einer spektakulären Aktion von der Armee befreit wurden.

Am Donnerstag veröffentlichten die drei Amerikaner ein Buch mit dem Titel «Out of Captivity» (Der Gefangenschaft entkommen). In dem 457-seitigen Werk kratzen sie gemäss US-Medienberichten am Image von Betancourt, die nach der Befreiung weltweit als Heldin gefeiert wurde. Vor allem Keith Stensall erhebt massive Vorwürfe. Sie sei arrogant und selbstsüchtig gewesen und habe versucht, sich an die Spitze der Geisel-Hierarchie zu stellen. Sie habe Essen gestohlen und alte Kleider, Bücher und Schreibmaterial gehortet. Ausserdem habe sie heimlich ein Radio besessen, sich aber geweigert, die empfangenen Informationen mit ihren Mitgefangenen zu teilen.

Als CIA-Agenten angeschwärzt

«Ich will sie nicht angreifen, aber die Wahrheit ist sehr hässlich», sagte der 44-jährige Ex-Marine der «New York Times». Und gegenüber der Nachrichtenagentur AP erklärte er: «Sogar einige Wärter haben uns besser behandelt als sie.» Der wohl schwerste Vorwurf: Ingrid Betancourt soll die drei Amerikaner bei der FARC als CIA-Agenten angeschwärzt haben. Dies wird von Luis Eladio Pérez, einem ehemaligen Senator und Mitgefangenen, jedoch bestritten, wie er auf Anfrage von AP sagte.

Ist ja nicht ungewöhnlich, dass Mitarbeiter eines Rüstungsunternehmens in einer Militärmaschine, ausgerüstet mit einem 'Aufklärungssystem' abstürzen. Das ist weder in den Medien erwähnt worden, noch kann man in dem Buch das die 3 geschrieben haben etwas davon lesen.

Was wäre die Konsequenz?

Viele Vorgänge der letzten Jahre, in denen auch europäische Behörden betteiligt waren, zum Beispiel die CIA-Entführungsflüge auf europäischem Boden, harren noch der vollständigen Aufklärung. Wenn dann feststeht, dass sich Europäer strafbar gemacht haben, muss ihnen der Prozess gemacht werden.

Hier ist in den Wikileaks-Dokumenten genug zu finden. Dazu muß man aber sagen, dass viele Dokumente zeigen, dass die US-Regierung mit der Zapatero Regierung in Spanien nicht gut konnte.

advised him that Spain's National Court had accepted a case
filed by a private individual alleging USG wrongdoing in
Spain during the transit of Spanish airports by CIA aircraft.
Moratinos indicated the Spanish Government's desire to give
this issue as low a profile as possible, though, as a
judicial case, the government had a limited capacity to
influence the direction of the case. De la Vega said she was
aware of FM Moratinos' communication on this issue and
expressed confidence that the Zapatero Government could

press reports, government prosecutors have expressed
opposition to the National Court's hearing of a case in which

Das die US-Regierung mit Spanien seit dem Abzug aus Afghanistan nicht so gut kann, den Eindruck habe ich durch die Wikileaks-Dokumente schon länger. Welche Ausmaße das annehmen kann, wird durch den Fall Kee deutlich.

George Thomas Kee ist ein US-Marine dessen Schiff, die USS Mt. Whitney, in Barcelona im Hafen lag. Bei einem Landausflug trafen sie auf eine Gruppe Polizeibeamter in Zivil, die verdeckt gegen Rauschgiftbanden ermittelten. Diese hörten eine Konversation von Kee mit ein paar Nordafrikanern ab, hatten den Verdacht dass es um einen Drogendeal ging und griffen dann zu. Die Polizisten zeigten ihre Dienstmarke und gaben sich zu erkennen. Da spanische Polizeibeamte das anscheinend anders wie amerikanische machen, ließ sich Kee nicht beeindrucken und wollte abhauen, wobei er festgehalten wurde und sich dagegen wehrte, indem er einem Beamten in den Nacken schlug und einen Anderen schubste. Sofort war eine Meute von 15-20 Marines zur Stelle, die die Polizeibeamten angriff, woraufhin die ihre Waffen zogen und die Angreifer zum Einhalten brachten. Kee und ein Beamter kamen ins Krankenhaus. Danach wurde Kee zur örtlichen Polizeistation verbracht, wo er Beistand von einem Botschaftsangehörigen bekam.

Präsident Obama machte einen riesen Wirbel und eine diplomatische Affäre draus. Das State Department gab eine Reisewarnung für Spanien an Afro-Amerikaner aus, dass diese in Spanien aus rassistischen Gründen mit ihrer Inhaftierung rechnen müssten. Die 6. US-Flotte erklärte, sie würde nur noch widerwillig spanische Häfen anlaufen.

Jedenfalls wurde ein riesen Rummel von Barcelona über Madrid bis Neapel und Washington veranstaltet.

the Naval Station Rota Legal Office, post was informed that
this case was with the Public Prosecutor's office awaiting his
decision on whether, or not, to pursue further action in this
case (reftels). The Public Prosecutor was also to determine
whether the case contained enough evidence to charge the police
officers. We have since been informed that the Public
Prosecutor has decided to close the case - no charges against
Mr. Kee, or the police officers will be filed. He, however,
noted that Mr. Kee could press charges against the police

Der Botschafter ist der Meinung, dass Johannes Paul II. das tut, weil er damit Stimmen zum Schweigen bringen will, die dem Vatikan Antisemitismus unterstellen.

Allerdings wird nicht das ganze Material veröffentlicht, weil es für einige noch lebende Personen peinlich wäre. Das soll dann noch 70 Jahre dauern.

Der dortige Regierungschef schickte dem US-Botschafter eine SMS mit dem Inhalt:

"I need help with tapping phones."

Die US-Drogenbehörder DEA hat die Möglichkeit, in Panama alle Telefongespräche abzuhören. Das tut sie auch - natürlich nur die derjenigen, die des Drogenhandels verdächtig sind.

Nun fragt also Präsident Martinelli an ob es möglich wäre, die politische Linke, in der er eine Gefahr sieht, abhören zu können. Der Botschafter hat erstmal nicht reagiert und den Chef der DEA gebeten, sich mit der Regierung in Verbindung zu setzen, um zu erfahren was denn da los ist.

Papadimitriu explained that the Martinelli
administration's aggressive anti-corruption campaign is
taking on powerful and corrupt individuals whose economic
status is being threatened. He said some of those
individuals may attempt to retaliate by threatening
Martinelli's personal safety. In addition, Martinelli
believes that his right-of-center political orientation makes

Martinelli opened by repeating his request for USG
help to expand wiretaps, saying "we are in darkness" fighting
against crime and corruption. He said it is not fair that
DEA collects information but that Panama does not benefit
from that information. He made reference to various groups
and individuals whom he believes should be wiretapped, and he
clearly made no distinction between legitimate security
targets and political enemies. Martinelli suggested that the
USG should give the GOP its own independent wiretap
capability as "rent" in exchange for the use of GOP
facilities.

Scheint aber in Panama so üblich zu sein, den politischen Gegner abzuhören:

Würde sich die Amis auf das einlassen und es käme raus, könnte der Präsident hinterher alles auf die bösen Amis schieben. Er versuchte, den Botschafter zu erpressen. Der DEA sollten alle Aktivitäten in Panama untersagt werden. Der Präsident tauschte einige Leute in der Justizbehörde aus, um das durchzubekommen.

So sollte sich kein Staatsmann verhalten.

The Matador wiretap program is a valuable law
enforcement tool, but we believe that the USG must not compromise
democratic values in the employment of that tool. The United
States itself has recently experienced a difficult debate over
civil liberties and democratic principles being compromised in the
name of security. We should not be a participant in questionable
activities in Panama. The recent DAS scandal in Colombia
illustrates the catastrophic consequences of politically motivated
wiretaps, and such a scenario could easily unfold in Panama if the
GOP continues its present course of action. If we cannot guarantee
with a high level of confidence that the Matador program will not
be misused for political purposes, then we prefer to suspend the
program.

Man wollte also demokratische Werte nicht für das DEA-Programm aufs Spiel setzen, was vollkommen in Ordnung ist. Allerdings kann man daraus schliessen, dass man in Kolumbien dem Wunsch der Regierung entsprochen hat und dort die demokratischen Werte geopfert hat. Kolumbien ist natürlich mit Blick auf Venezuela wichtiger, wie Panama.

1. (U) In an escalating diplomatic row, two Israeli men were sentenced July 14 by the High Court of New Zealand to six months in jail on charges of trying to obtain a false New Zealand passport. The GoNZ has not pursued allegations that the men are agents of Israeli intelligence agency Mossad. While Prime Minister Helen Clark would not confirm which service employed the men, she noted “if one were to lay espionage charges, one would have to be prepared to offer the kind of evidence in court which our intelligence agencies don’t like coming forward to display. We have very strong grounds for believing these are Israeli intelligence agents.” Israeli citizens Uriel Zoshe Kelman and Eli Cara were sentenced to six months in jail, and ordered to each make a NZ$50,000 (US35,000) donation to the Cerebral Palsy Society. (Note: In attempting to procure a passport, they had procured the birth certificate of a cerebral palsy sufferer.) The light sentence reflected the fact that the two men were not the principal actors in the plot, which was led by Israeli Zev William Barkan, who has fled New Zealand and is still wanted. Cara and Kelman pled guilty earlier this month to three charges, including attempting to obtain a New Zealand passport and participating in an organized crime group to obtain a false passport, and faced a maximum sentence of five years. The latter charge is a relatively new provision in the New Zealand Crimes Act, designed to counter transnational crime.

Uriel Zoshe Kelman und Eli Cara haben versucht, illegal an Neuseeländische Pässe zu kommen. Das war in 2004. Sie wurden dafür zu 6 Monaten Haft verurteilt.


Die neuseeländische Regierung reagierte ziemlich hart, sagte sämtliche Termine mit israelischen Regierungsvertretern ab und verbat sogar dem Aussen- und Handelsministerium sämtliche Kontakte zu israelischen Stellen. Eine offizielle Entschuldigung von israelischer Seite gab es nicht, lediglich in einem Radiointerview erklärte der israelische Aussenminister, dass es ihm leid täte. Die neuseeländische Premierministerin akzeptierte das aber nicht als Entschuldigung. Für den Rest des Jahres wurden alle Anträge israelischer Staatsangehöriger auf neuseeländische Pässe abgelehnt und ein gewünschter Besuch des israelischen Präsidenten für August wurde abgelehnt.:

(SBU) Prime Minister Helen Clark suspended high-level contact with Israel and announced a range of diplomatic sanctions, including placing Ministry of Foreign Affairs and Trade (MFAT) officials under “strict constraints” in their contact with Israelis. Clark justified her actions by stating “the Israeli agents attempted to demean the integrity of the New Zealand passport system. The Israeli Government was asked for an explanation and an apology three months ago. Neither has been received.” Israeli Foreign Minister Silvan Shalom responded via radio, saying “we are sorry about this matter. It will be dealt with and all will be done to restore Israel’s long history of good relations with New Zealand.” Clark refused to accept this informal apology. She has announced New Zealand will continue plans to require Israeli officials to apply for visas, to postpone all Israeli consultations this year, and to delay the agrement for a new Israeli Ambassador, resident in Australia. Israel’s president, Moshe Katsov, was expected to visit New Zealand in August, but the GoNZ will likely refuse his request.

Ermittlungen durch die Polizei von Dubai

Am 20. Januar 2010 wurde Mabhuh tot in einem Hotelzimmer in Dubai aufgefunden. Zunächst wurde von einem natürlichen Tod ausgegangen, bis die zuständige Polizei in Dubai erklärte, dass Mabhuh „in seinem Hotelzimmer mit einem Elektroschock betäubt und danach wohl mit einem Kissen erstickt“ worden sei. Nach einem rechtsmedizinischen Gutachten teilte die Polizei in Dubai mit, dass Mabhuh zunächst mit einem Beruhigungsmittel betäubt und dann erstickt worden sei. Die Polizei in Dubai präsentierte auf einer Pressekonferenz am 15. Februar 2010 Bilder aus den umliegenden Überwachungskameras. Der Polizeichef des Emirats kündigte an, Haftbefehle gegen insgesamt elf Verdächtige mit europäischen Pässen zu beantragen. Am 18. Februar schrieb Interpol die von Dubai ermittelten elf Verdächtigen zur Fahndung aus. Mittlerweile geht der Polizeichef, nach Angaben der Tageszeitung "Al-Chaleedsch", von 27 Verdächtigen aus, die mutmaßlichen Täter und ihre Helfer seien nach dem Mord in die USA und nach Israel gereist. 16 weitere Verdächtige wurden am 8. März von Interpol zur Fahndung ausgeschrieben.

gemäß der englischen Wikipedia, erklärte ein dritter Verdächtiger, der nie gefasst wurde, man brauche die Pässe dringend, wegen einer Hochzeit in Australien. Dem zuständigen Beamten kam die Postfachadresse und die angegebene Voicemail Nummer seltsam vor und er überprüfte den Antrag, indem er sich mit dem Antragsteller in Verbindung setzte, worauf dessen Dialekt ihm merkwürdig vorkam:

Howard Way, a Lynfield general practitioner testified that a man using the name of the cerebral palsy sufferer in question had visited him. After the consultation the man, who the police suspect was Barkan, asked Way to witness his passport application as soon as possible because he was going to Australia to get married. Way said the man was "calm and gave me no reason not to believe him. I filled out the form." A fake post office box and voicemail phone service were also set up in the name of the victim, whose birth certificate was used in the passport application. New Zealand Internal Affairs official Ian Tingey saw the irregularity and called the applicant. Tingey said that the applicant's accent was Canadian or American. Wenn sie beitreten kassiert das NPCS die Gebühren und für die US-Unternehmen bleiben nur die Einnahmen aus den Gebühren, die ausserhalb Russlands anfallen, wenn sie nicht beitreten und lieber in Wettbewerb treten wollen, und dabei ist die Konkurrenz die großen russischen Staatsbanken, müssen sie Filialen in Russland eröffnen und dazu sind hohe Investitionen notwendig.

politics, and business behind the expansion of the state into

divided. Some see troubling signs of continued state

plateauing, and will stabilize at lower levels of state

the current trendline may quickly approach some rather
natural limits, and the Kremlin will eventually have to bow

The Breadth of State Ownership
------------------------------

¶3. (SBU) The march of the state into parts of the Russian
economy over the past few years has been significant, with
control of swaths of the natural resource, defense, and
select other sectors consolidated in state hands. Annual
revenues of Russia's ten largest state-owned or controlled
companies reached an estimated 20 percent of GDP in 2006.
State-owned or controlled companies account for one-third of
the Russian stock market's capitalization, and in just the
last year, the value of these equity holdings has almost
doubled to an estimated USD 369 billion. And the process
continues: Rosoboronexport is rumored to be in line to buy
Russia's fifth largest steel producer, Mechel; further
consolidation in the energy sector favoring Gazprom and
Rosneft is likely; a new shipbuilding national champion is in
the works; and diamond giant Alrosa has its eye on Norilsk
Nickel, a USD 30 billion company with more than the half the
world's palladium and one-fifth of global nickel output.

7. (C) Nationalistic-Driven Commercial Considerations: Many
believe that Putin and those around him are also driven by a
sincere desire to right the excesses of the 1990s, or
oligarchic plundering of once-proud, though ruinously
inefficient, Soviet companies.

Ein kurioses Duo: Beim SZ-Führungstreffen spielen sich der russische Ministerpräsident Wladimir Putin und Deutsche-Bank-Chef Josef Ackermann die Bälle zu. Der Russe und der Schweizer reden den Euro stark und räsonieren über einen Beitritt Russlands zur Gemeinschaftswährung. Zugleich kritisiert Putin, Europa missachte russische Investoren.

Einen Tag nach seinem Eintreten für eine Freihandelszone zwischen Russland und der Europäischen Union hat Russlands Ministerpräsident Wladimir Putin die Bedeutung des Euro betont. Der frühere Präsident Russlands zeigte sich zudem überzeugt davon, dass die Stabilisierung der europäischen Einheitswährung nach den Turbulenzen um das finanzielle Hilfspaket für Irland gelingen werde.

Ähnliche Überlegungen wie der russische Staatsmann äußerte Deutsche-Bank-Chef Josef Ackermann. Der Banker plädierte auf lange Sicht für eine Abkehr vom Dollar als weltweiter Leitwährung. "Ich glaube, es ist vollkommen richtig: Wir müssen die Abhängigkeit von einer dominierenden Währung wie dem Dollar über die Zeit vermindern", sagte Ackermann beim SZ-Führungskräftetreffen.

Es sei klar, dass sich mit dem Euro eine weitere starke Währung in der Welt herausgebildet habe. Er könne sich im Grundsatz auch eine Mitgliedschaft Russlands im europäischen Währungsraum vorstellen, sagte der Schweizer, ohne dafür aber einen konkreten Zeitraum zu nennen. "Dass wir Russland einladen, Teil von uns allen zu sein, kann ich nur unterstützen", sagte Ackermann auf eine entsprechende Frage.

Putin hingegen zeigte sich ausdrücklich offen dafür, den Euro verstärkt bei Geschäften im Energiesektor zu verwenden. Die Geschäfte mit Öl würden auf den internationalen Märkten in Dollar abgewickelt, worauf Russland wenig Einfluss habe.
Putin kritisiert Zusammenarbeit mit Westeuropa

Die russische Regierung habe aber "bestimmte Ideen", diesen Handel auch in Russland und dann in Rubel zu organisieren. Er könne sich zudem den verstärkten Einsatz des Euro bei Abrechnungen im Energiesektor vorstellen, sagte Putin ohne konkreter zu werden.

Allerdings äußerte Putin Kritik an der derzeitigen Zusammenarbeit zwischen Russland und Westeuropa. Russische Unternehmen wollten in Europa expandieren, stießen aber auf "politisch und wirtschaftlich motivierten Widerstand". Die Gründe für den Widerstand seien für die Unternehmen meist "völlig unklar". "So können wir nicht arbeiten."
